internal links + pr Vs. juice

hi guys,
here again with questions for the experts.

1. if i have internal links from my homepage to subpages, do i loose the same amount of juice as i do if i had an external link from my home page?

2. i am having diffucalty understanding the importance of the PageRank. i mean they only do it 4 times a year, yet websites have backlinks add and dropped all the time.

so if a webpage has PR9 but then had all his backlinks cancelled it will stay PR9 till the next round of google pageranks, but there is no way i am getting any good juice from this page to mine.

    Google only publishes pagerank updates 4 times a year, but they monitor it internally regularly, so if a pr9 site loses all its links, then yes outbound links from that site would not be as valuable anymore.

    My understanding is that internal links can be used to sculpt/pass the link juice within a domains and help with ranking internal pages. Internal linking can be used to help rank your internal pages simply by authority passed throughout your domain via internal linking. I can't say whether internal links have a greater effect than external links.

    Many people believe that pagerank is a dynamic property that is constantly adjusted using a number of parameters, e.g., the quantity and quality of incoming links. Publicly shown pagerank is updated four times a year and is a reflection of the pagerank on (or maybe around) the time that it is updated.

    If all of the backlinks are removed in your PR9 example, the publicly shown pagerank will remain 9, but I am guessing that the non-public/dynamic pagerank will decrease.

    so let's say i page offers me to put a link on his page. should i be worried about the amount of internal links he has from the page offered to other pages?
