Saw Adwords Heading Exceeded the Maximum 25 Characters

The maximum number of characters allowed in an Adwords heading is 25 characters, but the attached image I saw is 29. How could this happen?

You sure it's text? It might be a graphic ad made out to look like a text ad. I've done that before

  Weird, it doesn't do that for UK or USA search engine, but does for the Australian search engine.
