Should i submit Blackhat websites (related to fake stuff, hacks etc.) to google webmaster tools? Or it can be deindexed or penalized?

Submit the backlinks that you consider as spam to the google webmaster tools "Disavow tool".

  google usually won't ban sites unless they're illegal or spam. and since your website is neither illegal or spam, it should be fine

If Google is going to decide to penalize or deindex the site, they are going to do it whether you are using WMT or not.

I've told adystanley before in his other thread, his pages are low quality pages pointing to low quality external pages.

I guess he's talking about reporting his own game hacking site, lol?
