Best way to do 404 for SEO

Currently if a page is not found on my site, it shows the homepage but the URL is still incorrect and I'm worried that Google may be indexing these incorrect pages!
Any ideas on how to properly do a 404 and what should be included on the page? I've always thought the best way was to just redirect the user to the homepage for usability
