Sources of the Tier # Backlinks?

As it seems information overloaded, I feel that the SEOist is the crappy!

When talking about backlinks, some people said it is a waste of time and should focus on authority. WHT! Yes, you are right, but what it means? You don't care to give detail or even some initial thoughts on that.

Again and again, there are bad SEO advices as well as good. But, how could one know which one is right if one is a newbie?

Back to my concern for current SEO backlinks:
1- What are the best sources for Tier 1 Backlinks (Pointing to money site)?
1.1- What are the best sources for Tier 2 Backlinks (Pointing to Tier 1 sites)?
1.2 What are the best sources for Tier 3 Backlinks (Pointing to Tier 2 sites)?

2- Do I really need unique quality articles in each sources?
2.1- Do I really need to put my keywords in those articles after submission to those sources? Or, I just foucs on quality not my keywords.

3- What is content syndication?
3.1- Does it needs our original contents of our main money sites to be syndicated?

    1- If you have enough budget guest posting on related niche high pr blog posts are the best backlink ''source'' you'll ever need.
    1.1- Same goes as above , in fact your question is kinda generic
    1.2- Same goes as above.

    Now let's suppose you wonna build links on your own and don't have enough budget to invest in your site.

    1- Manually build web 2.0 blogs , wordpress, tumblr ,livejournal etc etc (not sure if they are still dofollow) . Add some social bookmarks to create some diversity as they are easier and faster to create

    1.1 Build more web 2.0 blogs or social bookmarks pointing at your tier 1 blogs , they can be lower quality , spun/scraped content etc.

    1.2 Spam it hard with backlinks software , senuke , scrapebox , xrumer etc etc , you can even skip 1.1 and directly spam your tier 1 manually created blogs.

    2- No you don't , as mentioned above you can use spunned/scraped content on your t2-t3 links

    2.1- Well if you wonna rank for some specific keywords then yes, how else are you supposed to use specific anchor text on in your content? This of course is for your t1, for tier 2 and tier3 you can simply spam random generic kw's , or raw links.

    3- Let me google that for you

    3.1 - No, keep your website content unique and don't post it around as is.
