Has anyone been able to determine the order the YouTube videos are listed when someone enters in a keyword phrase?

I have been looking at many of the videos in a listing for a non-popular keyword phrase and it does not seem to be ordered by views, subscribers or comments.

Anyone know what needs to be done to get the #1 position?
