Build quality and relevant back links for those pages, update content of your page frequently and try to add some valuable information in your meta tags.

Work on your On-Page and Off-Page SEO. Always add quality content which are of good value to the users and a user-friendly site that can be navigated quickly and loads faster. Useful content offers demand making your site to be linkable. Focusing on user experience will encourage more people to easily like your site and they will link to it. This will drive traffic and search engines will surely rank your site to the top. It’s also important to optimize your site. Build quality links from high authority domains – contextual links from article directory, web 2.0, blog posts, wiki, social bookmarking, press release, etc.

Focus on getting links from high PR pages, and you will be able to move up. Google needs to view your website as an authority. The links don't have to be relevant, but focus on getting them from websites that have high PR. You will be able to improve your rankings over time. Getting blog comment links from high PR DoFollow pages will be able to help. You can also try guest blogging on high PR domains. This will help you get the authority links that will help increase your rankings.

You say they are highly competitive keywords, so I'm interested as to what have you been doing so far to get to the 2nd page for these keywords. If you haven't already added any backlinks with PR into your mix then that should surely help to push you up.
