LMAO at SEO elancer.

I hired an outsourcer on elance to do some off page SEO work for me, it was costing me less the $100 and the elance would need to take a month to complete the work.
it is now over 2 weeks after the work was supposed to be finished and I can't get hold of the elancer at all, she has totally stopped replying to me through elance and skype.
I have now filed a job cancelation and refund to at least get the money back.
So, when this is resolved, would it be best for me to try again with outsourcing the work just to get things started up, I am planning to do at least on article and blog a week to build back links up, but even though I am doing this, I feel that having an 'expert' help me at least at the beginning would be of benefit to myself and my business as they'll know more about this than me and can maybe show me the ropes.
How would you proceed?
