How important is it that the <meta tags> are on top of a page? Right now they come after the site verification, base url and content type.

Meta is very important for any kind of site such as joomla, wp, any other ecommerce cart. Its pointing your unique title, description and kewords meta from your web server. Read more here Meta tags - Webmaster Tools Help

Meta tag will help you with some search engine, so you will need to believe adding them to each and every page you make. And also you can locate lots of highly ranked web pages without meta tag.

It doesn't matter where the tags are.. But be sure to add these before </head>

<meta tag is important for SEO. Meta description is one of them. So i think it's a major factor for SERPs. So use them. Also you can control your website index or follow with meta robots tag. So it's important to use for SEO.

Use meta between <head> and </head> tag.
