How do you create SEO optimized Web 2 Properties

I Have few questions regarding Web 2 properties

1) I have a new 15 days old site.

It has 10 articles-each article targetting one main keyword

So if I want to create 10 web 2 properties, should I target my home page keyword only-so that I may get 10 web 2 links for the same main home page keyword?

Or should I target 2 keywords-1 home page keyword and another inner page keyword-so that I will result in 5 links for home page keyword and another 5 for 2nd inner page keyword.

Or should I target 10 keywords/articles-1 Web 2 link for each page.
Please advice

2) when you build tier 2 links for these properties, what do you suggest regarding using of the keywords. Like what would be ratio/percentage of:

% ratio of using main keyword(for tier 2 links)
% ratio of Generic keyword
Naked URL

And how many links would be ideal per day for tier 2? I want to maintain link velocity?

3) Whats the percentage anchor text ratio for tier 3 links for these Web 2 properties?

4) I want to create 10 or 20 Unique web 2 properties? should I schedule them? or create all at once. Whats good for SEO?

5) Can I change the theme manually for each web 2 property? do they have the option?

6) If I have created Web 2 account for one of my site, can I use that account for my 2nd site for another web 2 property?

7) Can I just embed the video from youtube and use it in my web 2 property? Is it allowed and useful?

8) Like I have said before, I have 10 articles-each article targetting one main keyword. so how many Web 2 properties are ideal for ranking for each page/article. e.g should I create , say 5 web 2 for each page, 50 in total for all 10 articles. Are they good enough for rankings?

9) I have a micro niche sites too-targeting only 1 keyword. how many unique web 2 properties are enough for rankings to top 10?
