Quality Free Embedded Link Locations

Does anyone know of good resources, contacts, or other locations to find places to post links embedded in quality content?
I'm doing outreach for a major blog, and I need plenty of sources that:
1) Don't charge
2) Will post the link in quality content my content team will provide, or embed it in quality content that already exists on their site
3) Be relatively spam-free
So long as the link works, and it's not some place that'll just put up a standalone link or add me to their blogroll, I'd be happy to check it out. In fact, my client's service crosses a wide variety of topics/niches, so very little theme-wise is out of the question.
I'd be really appreciative if anyone has any useful info. - I used to work primarily in paid ads so getting started on this new front has been a transition. Thanks!
