    Not sure what you are asking? You want to copy a database and create a new website with new content? And then upload a sitemap for the new site?

      For adding sitemap on the same domain you won't get banned, it should be good for indexing of your site. Only make sure all links works and there should be nothing to be afraid of. Also consider adding sitemap as xml through Google Webmaster Tools.
