Yes that's what it means if you mean to minimize footprint. But, in my experience it does not matter. I have many websites on the same IP and all are doing well. What you do need IP diversity for however is when you are building back links. The more varied IP's you get your back links from, the better for your site as Google gives them more value. If you're signing up for different web 2.0 websites like Blogspot or WordPress for the purpose of back linking to your website, use different IP's to open you web 2.0 accounts. These are some of the areas where IP diversity matters.

and ip lots matters in seo, to many backlinks from different sites hosted on same ip will definitely hurt your rankings because google bot think that you are the owner of all such domain... more diversity better rankings.

This is because it appears to be OVH's webmail cluster... doesn't necessarily mean it's hosting websites.

          For google
92,718 websites owned by same person
if you get links from the 92717 sites with that ip , it's not appreciated by google ?

Some say it does some say it doesn't affect it. Unless you're linking a bunch of junk/fake sites together trying to game the search engines into think they're legit, I wouldn't worry about it. Focus more on the quality of content.
