Bing search bids, based on searches, NOT other Bids

It seems Bing prices for bids are based in large part on search traffic for that keyword, rather than being based on other bids competeing for that keyword.
I found key words that get lots of search traffic, but have NO ads or Maybe ONE ad, which means there is NO competition for that keyword. However the prices for those bids are very high, multiple dollars.

Even though I'm virtually the only other person bidding on that keyword. So there is 1 ad, and me, competing for a keyword and my ad doesn't even show up sometimes. And they're trying to charge 3 bucks for a bid.
conclusion: Bing charges for traffic, not bid competition. In other words it's hard to find a bargain, because even when there's no competition they still have high bids for high traffic keywords.

One other note: Yesterday the bids for these set of keywords were pennies. But later than night they were dollars. sort of weird. As soon as I added those keywords the bid price was jacked way, way up, when they had been only pennies when I added them.
