This is a complete NOOB question here.

I'm looking to place a rich media ad on FOX Broadcasting Company - Kitchen Nightmares TV Show - Kitchen Nightmares TV Series - Kitchen Nightmares Episode Guide

There is only one ad block on that page, how can I place an ad on that specific site and that site only?

The company that runs most of the ads,
is google, in all probability. The site uses
a third party program to choose which ads
they should show. I imagine doubleclick, owned
by google, gets most showings, as they are the
      biggest.

Not sure if google would open up fox.com to
everyone. You can try targeting it, but even
if it is opened up, the cost would be prohibitive.

And using a third party script to determine which
ad network to show, tosses a huge monkey wrench
      into the mix.
