This particular question came from me using Weebly and I don't see how I can do H1 tags, only that I can increase size of font and also embolden it. Does it matter, do you get more juice out of making a key phrase H1 or some kind of heading tag? How should one do this?

H1 is the size of the font, the largest.

I imagine that weebly uses some bloated css for
defining different parts, like title, etc. If you
can edit that, then there you go.

They probably have a default setting for the top heading.

Bolding font has almost the same effect as a heading teg.

So, be careful what you bold or strong. These send signals
to google. I've seen many people get unintended effects from
using bold where they should not. In fact, I would trust
weebly that they are doing things pretty good by the default
settings. In fact, the css probably defines h1, h2, h3, etc.
