Funny "blackhat" competitor

I have been slowly getting my way to top, I think I have 200+ contextual backlinks from different blog posts/articles. The links I'm getting are done manually by outreaching other people and giving them some value...It takes some time :>
However, I'm constantly checking SERPs so I know what's going on... One guy is desperately trying to rank the same keyword with extremely crappy site. Before the latest Penguin he was on the 4th place. After Penguin his site got penalized and moved to #20.
Now he has a new site. Which is 1-week old, but already 250+ links from different private networks (all domains are PR2-PR3) and his back on first page...
I don't diss his techniques since we are both making money, but it's funny to see him start all over again (3rd time now).
I was wondering, does private network owners doesn't give a single **** about clients and their websites? I mean, if some random guy with no SEO knowledge would check his backlinks he would totally understand that something "fishy" is going on.
As a private network owner, I would never-ever let such folks get in who only rely on links from private network + have shitty website. I would seriously be scared to get my network deindexed/reported.
