Want To Know - Something Important About Keywords Research & Implemantation for Website

Hey warriors , what my query is , i am working on one of the web designing website , i am searching & putting the keywords according to the website pages. what my strategy is , i am putting keywords according to the pages and none of the keyword is repeating and are same .
Is this my startegy good ?
My very important question is suppose i am using the keyword india web design company, and in addition i am using the keyword web design company india- search results & competition are different . both keywords are totally same - only words in the keywords are shuffled forward or backward.
In this case i want to took the most important out of two mentioned above, if i took the above mentioned both keywords - india web design company , web design company india in the same page or different pages , is it considered duplicates keywords or not by google ? As the keywords are totally same - only words position in the keywords are fordward and backward.
