      i am talking about backlinks that coming to your site. "promoting " links that come high pr and try to gain weightage from that links

    Yes, you can promote your inbound links as well, it would give benefit too...

    But today, we have to concentrate mainly on content, we shouldn't go too deep in link building, just putting links on relevant sites, high quality sites is enough..

    If you are promoting inbound links then it should be done naturally, otherwise Google would track your trick.
