Do I redirect to the directory or index file?

Client of mine had a page at .com/bluebooks.htm

He then created a directory called .com/bluebooks/ and added several pages in the directory.

If I want to redirect /bluebooks.htm to the directory file, should I point it at .com/bluebooks/ or at .com/bluebooks/index.htm

Technically they should be comparable, but after 301 redirecting from /bluebooks.htm to /bluebooks/, there has been a ranking drop. I expected it to happen, but the new page is now indexed and it has not recovered.

Has anyone run into this situation, and what do you recommend?

Thanks. ~englandrm

A folder/directory is different than an html webpage.

Linking to a directory or folder is kinda useless.
Your browser will display all contents of it, most likely.

There must be some index page. So, you link to
    some page/item in the folder/directory.

But it begs the question I ask a ton of people....are
you actually taking on paying clients? If so, why?

If I have a folder/directory called Bluebooks, and I type in MySite.com/Bluebooks/ it technically is loading MySite.com/Bluebooks/index.htm (yes the file type can change, but in this case its an htm)

***However, On Google, the page it shows as indexed is the directory file. (MySite.com/Bluebooks/)

It shows other pages in that folder in the Google Index, but not index.htm (as it shouldn't).

So rephrasing what I said before, if I'm 301 redirecting a page called bluebooks.htm to a new page that loads at both /bluebooks/ and /bluebooks/index.htm, do I link to the root folder (/bluebooks/ that is indexed in Google) or do I link to /bluebooks/index.htm ?
