IBP Pro Competitor Spy algorithm

Hello Mates,
I am using IBP for doing some competition site analysis- (its also great for analyzing target sites for link building)
anyway, there is a new feature called "IBP Competitor Spy algorithm" which rankes the Link Influence from that site (scale 0-100%)
I cant seem to find any correlation between this algorithm and the "most used" metrics (majestic,mozrank and DA,PR, age, backlink count etc)
I would like to know if this tool is reliable or not, can I rank sites solely on this tool?
