Pagerank for Backlink flow-thru question

I am launching my new website in the next few days and researching other blogs in my area. I found one that is on the Blogger platform and homepage has a PR5. He is selling banner space on his site that applies to all pages, homepage and content/article pages. In looking at some of the ads currently on his site, they are getting "DoFollow" backlinks but none from the homepage, only the article pages which have no PR. And since it is Blogger, some of the backlinks are from "converted" ccTLD's like .fr, .in, .ca. I have 2 questions:

1. Does it matter what page of his site the backlink comes from, do you still get the PR5 homepage juice? Or the PR0 of the article page?

2. Do the backlinks from the ccTLD's positively/negatively impact or have no effect?

I am considering advertising my business on his site because we are in the same areas/neighborhoods and I think it will be good exposure but the PR5 juice is an extra bonus. If I do contact him, depending on your answers to the 2 questions, should I make sure the backlinks are from his homepage only?

    If the banner is put in the sidebar of a website then of course you are getting home page link.

    Also, check traffic of the site, it has good traffic then you shouldn't hesitate about it.

      Hansons, thank you. To follow-up, yes the ads are on the sidebars of every page. I looked at the backlinks to the ads websites to find all of their backlinks that are indexed are coming from the internal .com and ccTLD links from the blog. Backlinks from the article pages which show pr0, none of the links are from for example "randomsite.blogspot.com" the home page which is a PR5. Does this mean these ads are still getting PR5 juice from the backlinks?
