Conversion in Low CTR vs High CTR?

Say in the following two situations:

A) 5,000 Impressions, 5 Clicks, 1 Conversion
B) 15,000 Impressions, 5 Clicks, 1 Conversion

Which is better? B has a much lower CTR but it's CPA is the same as situation A. If everything else stays the same would you say a lower CTR for situation is a good thing? because more people got to see your ads at the same price point you made a sale?

    If you're running on Adwords, the lower CTR will hurt your QS.

    However, even if all things are the same I'd rather go with the higher CTR because it indicates that the ad resonates with users enough to get clicks at fewer impressions.

    now if this was a brand awareness campaign, you might have a stronger case for the lower CTR.

    To add to what elcarnicero said, you would also want to shoot for the lower numbers because you are making sales faster. In campaign B, it is taking 3 times as long to make a sale because your ads need to be shown more times in order to convert. Even though the cost is the same, the time it took to make that 1 conversion has tripled. I’m sure it would be better to make one sale per day as opposed to one sale every three days.
