Question about Tiered Backlink

Hi all, first I would like to apologize if same thread exists. I'm new on SEO. So far I only know blog commenting and forum signature as backlink method. Then I learn about tiered backlink which still make me confuse.

I have very basic question that I haven't found the answer though I have browsed through the internet.

The question is simple:

Does 1 tier only apply for 1 keyword?

For example, I have 10 keywords to rank. So let's say if tier 1 consists of:

- 10 web 2.0 properties
- 3 video sharing sites
- 10 social bookmark

Do I need the same amount of tier 1 for another 9 keywords? Or can I put all 10 keywords on the same tier 1?

    Its depends on your competition. If it is low those 3 list is okay. Medium will be need more.

    You can put all the different keywords in your tier 1 - no problem...
    That little amount of backlinks will probably not help a lot though.

      So it means,

      - In case of web 2.0 properties, I can make 10 articles with 10 different keywords on each free blog?

      - Then create 1 video and share it on 10 video sharing sites with 10 different keywords?

      - Then submit to 10 social bookmark sites with 1 keywords each social bookmark site? Or should be 10 social bookmarks for each keyword?
