You will get a mix of opinions here. It seems I am probably the one with the highest fees, but depending on what you already on your own you could do well with $20-$40 campaigns I guess..just depends what you're looking for here.

All in one services vs just rank my site type of service. Big differences. Take your time. Lots of 'ok' options and really great options here and in other forums.

I know that there are alot of SEOs out there on warriorforum but with alll these recent google updates, the penguin and penguin 2.0 etc. what seo service has proven to be the fastest and most solid interms of dominating keyword/niche and also priced the most affordably.

Avoid anyone offering overnight SEO success as you would the plague.

Before even THINKING of pushing new sites to the top, careful attention needs to be paid to the on-site seo quality of the page, and steps need to be taken to ensure that the site's backlink footprint will not raise any red flags.

Anyone who tells you different is just being irresponsible.

You cannot expect to rank high fast and expect those rankings to stick for a long time.

These days it is either slow and steady to the top, where you will stay there. Or a quick rocket blast to the stars only to find yourself constantly slowly descending again.

As Fernando said - make quality priority number 1. Quality content leads to natural links if you are effective at promoting that content. It keeps out out of the dog house with Google, and helps you build a brand instead of a hustle.

It's frustrating how SEO is turning into this pay as little as possible, rank as fast as possible mentality as it is so short term. Focus on quality and if you can't do it yourself, get someone to do it for you. When that is said, you normally get what you pay for.

SEO needs long term effort and patience. There is no fastest method of getting rank. Just try to make your site a worth one in you niche, provide as much as information you have to provide to people keeping seo techniques in mind that are suggested by Google.

Add quality content and promote it through social media. The quality matter than quantity. Do not try to over-optimize your keywords. I think, hire SEO service who offer quality link building, content marketing, keyword research and competitor backlink analysis.

  I've found ODesk.com to be the best of the freelancer sites. Especially if you are willing to pay hourly. It allows you to see screenshots of them working to make sure that they are not browsing the web while racking up hours on your dime and a pretty comprehensive system. If you make use of all of the features oDesk provides I've found it to be a good source for finding quality freelancers. If you are looking for run of the mill backlinking services you could go just about anywhere though.

  Its good to read up on some technical issues that come with SEO .... hiring someone for SEO needs solid communication between client and provider and anyone that tells you "they can do it" before having any real information .. won't give you the results you need.

  You need some money to try this out , hire them for small tasks first , if seems good then go for big one , dont go for a big project at once.

  There's usually no such thing as "the best". You're looking for someone who's suitable, or maybe even "best for you". Start by thinking what you're trying to accomplish, what's your target market and customer, and what is your budget. There's probably someone who fits these parameters.

Competition of the keywords also play a part, definitely easy competition keywords you can get it up pretty fast. But if your looking to rank keywords in niches such as "weight loss" etc, you require continual SEO efforts - SEO ranking doesn't come overnight now!
