Google's Information Harvesting Policy

So I realize that google has an information harvesting policy which states:

"Free Gifts: The type of websites that are not allowed includes but is not limited to websites offering free gifts or other incentives in exchange for personal information. We refer to this practice as "information harvesting." Examples of free gifts or incentives include prizes, offers, videos, eBooks, and quiz/survey results."

Now as marketers, we all know how important it is to build a list, but with this policy it presents an issue. Has anyone figured out the proper way to present a landing page that's approved by google to build a list? I've searched other threads to find a solution but it seems no one can give a clear answer.

Wouldn't a G+ account be considered a free gift in exchange for personal info.? You get a free social account in exchange for personal info. Do as I say, not as I do?
