Still ranking after got a WMT message

Hello. My friend website is still ranking after he got a WMT message: Thin content with little or no added value.
It is a Site-wide matches that affects entire website. But he has same rankings like in past.
He got no message but this penalty appears only when he click the Manual Actions tab.
How is this possible?

    From what I've seen, the drop in rankings comes 24-72 hours after you get the warning message in WMT. Though all of those instances were for Unnatural Links warnings, not thin content warnings. How many pages does he have on his site?
