Use a keyword research tool to target relevant keywords for different pages. Start broad then narrow down to find best keywords; i.e. type in "mexico" 1st, then look at results:
    travel mexico
    mexico vacations
mexico holidays (could be looking for public holidays)

Choose best relevant keywords, then dig down further.

You want each page title to be unique and be related to content of page it is one.

Try to use your keyword phrase in the Title. The page title is one of the most important items in terms of ranking well for a search term.

If you make each page title the same you run the risk of google omiting the page pages from normal search because it seems as duplicate content.

I would definitely not suggest duplicating your page titles. In my experience I have also found the title to be pretty important in terms of SEO. Even if you have pages that aren't focusing on specific keywords, just make up something that does a good job of summarizing what the page offers in one sentence.
