Does Google place a cap on website traffic?

I find it so interesting that every day I have nearly the same number of visitors as compared to the same day of the prior week. So if I had 400 visitors today, last sunday maybe I had 399. Are these odds even statistically possible without manipulation from Google? Or does Google say, every Sunday I'm going to give you 400 visitors?

    Check the SERPs without browser cookies/history, are you still ranking for the keywords that sent you traffic? If your always ranked in the SERPs kinda hard to throttle traffic IMO.

    Google would never waste time throttling traffic for a site with only 400 views.

    400,000/day? Maybe thats territory of limiting traffic IF that was actually a thing.
