Google and Penguin updates

I can understand the idea of Penguin updates from Google but are they actually doing what they were supposed to do?
My sites have dropped and I understand why, I was a fool and paid for bad links to my site. And, Penguin has punished me for this which is fair enough.
I have started doing some research for the keywords for some new sites I am working on, and I will be following Google's rules this time. However, after doing the research, nothing makes sense any more ; -(
The sites showing on the first page of some of my main searches just do not make sense.
Here are some the things I am finding:
1. On one search the position goes to a site which has Chinese writing.
2. Some sites have NO meta descriptions but are showing on first page.
3. One site has NO content whatsoever but is showing on second page.
4. Some sites have 1 word meta titles but show top of first page.
Many sites showing in lower positions have much better SEO on their sites than the above sites. Unlike the sites above which have little or no links, the sites with better SEO have some decent backlinks which do not look like bad links.
My question is, is Google trying it on? Are they waiting until people start disavowing bad links then they will change the Algorithm back again? It is very puzzling, has anyone else noticed strange results coming high up in their field.
