PR is Pagerank, DA is Domain Authority (here), PA is Page Authority.

Here's some more about it: Domain Authority - Learn SEO - Moz

PageRank is Google's metric that indicates a certain site’s value or authority. It is based on incoming links. DA and PA on the other hand, is just more a metric that people can use outside of a Google's tool to try and judge how strong a backlink coming from that website is. It certainly isn't perfect, just like PR certainly isn't perfect.

By which I presume you mean building backlinks as this is the only thing that will increase both PR and DA.

"doing SEO" is far too generic to mean anything to a newcomer like the OP.

PR, DA, PA are the metrics used by Google and other sites to measure a Website Weight.

Now with revolutionary changes done by G in the recent past, its difficult to analyze sites using these numbers, atleast in G's point of view.

PR stands for Google page rank as said by others.
But PR won't have much meaning in near future as Google stopped showing updated PR a while ago.

So learning PR basics a good idea but focusing solely on it, is a bad move.

PR is Page Rank, DA is Domain Authority, PA is Page Authority. You can improve all (PR, DA, PA) by SEO, and SMO.

If you want to increase the value of your PR and DA then you need to get backlinks from reputable sources.

Its a long term goal anyway.

Yes, you can improve all of these by SEO. SMO doesn't help to increase PR, DA and PA.

PR - Page rank is a Google quality metric. It has values between (0-10) to determine the reliability, authority of the website on web according to Google.
PA - Page authority is used as a measurement to predict the single page on how it would be ranked in Google or any other search engine.
DA - Domain authority is the number of root domain which links to different pages on your website.

You can improve these metrics by doing proper SEO.

DA stands for domain authority. It is a measure of the power of a domain name and is one of many search engine ranking factors. Domain authority is based on three factors: Age, Popularity, and Size.
