I am trying to create a Google local listing for China site. But I didn't find the China country in Countries list. Is Google listing services not available in China. Please help me.

    Google is still persuading China to have an open internet interaction til now. So I think you should wait a little more time until the negotiation has been completed. I'm sorry I can't post a link here yet.

    Here is a web page at Google that explains details about Google Places and about a third of the way down is a link to "Country Availability". You can get a sense of where Google Places is available and keep checking back on this page to see if there are any updates.

    Having said that, I agree with the other comments and not sure how likely it will be to see China on this list.

    I guess you realize China censors search engines, which is why Baidu has a monopoly on China search.

    There's no way China will tolerate a US search engine like Google (or anyone else) to dominate search in their country. Think North Korea with free wifi.
