I need some advice or help!

Hello, maybe this will be some simple questions for you but please help me to understand this better. I want to rank a website number 1 in Google in local area.
But i have few things that i don't understand it. In fact i know what to do, but i don't know what is the best way and how to do it.

So...here we go:
-the keyword i want to rank for have just 260 search per month
-the site that are on first page for that keyword have no optimization made and almost no backlinks

my way to make this happen:
-i have buy the domain that mach my exact keyword.
-i have instal Wordpress on it, with plugin for SEO by Yoast
-i have made little optimization on page
-i have submit sitemap to google webmasters tool

and now i must make few backlinks so please give me some suggestions:

-make 5-10 website to be 2.0
-make profile on: facebook, twitter, google+, ...
-submit the website to some local directory that have pagerank +4

and the real question is:
1. I need to change my IP when i make this? use proxy or something?
2. How i can get to index that 2.0 websites faster?
3. backlinks from google +, twitter, facebook appear in webmaster-tools?
because i have another site for almost 1 month and made that social profiles with backlinks and have not appear at all...

Please let me know what is the best way to make this happen. Is not a big competition keyword, so i can't invest money in this...will not worth..
Im complete newbie to this and i will appreciate any help from you.

      You sure are impatient!

      A month is not long to Google - and if your first site is yet another "ordinary" WordPress blog, it could be quite a while yet before it top ranks

      I used to build "ordinary" WordPress sites years ago - then as the competition got tougher, I switched to the bloggingunderground.com method of WordPress "pages-not-posts" site building

      Nowadays I build WordPress silo sites, as they top rank the fastest

      If you are just building "normal" WordPress blog sites and doing some web 2.0 back-linking, it could take you up to 10 months to top rank on Google (Bing should be quicker)

    1. No reason to change your IP address.
    2. Why must it be faster? I wouldn't worry about it. It will get indexed. If it really bothers you, throw a few social bookmarks at them or Tweet out the URLs.
    3. Webmaster Tools usually takes quite awhile to update. To be honest, I'm not entirely positive if those links show up or not though. I never pay attention to them. SEO-wise, they are pretty useless backlinks.

      WOW..blow my mind really...all i have read until now was that wordpress sites are google friendly...so is not so friendly...
      And 10 months for a small keyword with 260 search and no competition? maybe is my mistake is not a simple keyword, is a long tail keyword..i really dont think it will take 10 months to be nr 1 in google..but ho knows...pfff!

      I want to be faster to get some ranks so i can move a little...don't know how to explain better what i want to make..lets say i have found a little "gold mine" in my local search...and i want to rank faster for that so i can get a part of that.


      And some update news:
      I have been indexed by Google and i'm on 74 place. but i have made on-page optimization and i really think i will rise a little.
      guess now i will start to make few backlinks.
