WMT Unnatural Warning - A Partial Warning?

I was wondering if anyone out there is an expert in WMT warnings.

I dont really want to reveal everything (about my site) on here for some strange reason, but I'd happily PM or skype someone about it.

Here is my story:
I have a site that got a manual warning in WMT. It was quite cryptic and I feel its jut a PARTIAL penalty because underneath "Manual Action - Site-Wide Matches" it says "NONE" . It then says:

Some manual actions apple to specific pages, sections, or links:
"Reason - Unnatural Links to Your Site - Impacts Links"

So, despite all this vague and weird stuff, I have concluded that some of my links looked sketchy.

A few questions, and if anyone knows ANYTHING about this I would happily pay someone for a consult, but please only if you're experienced in it.

The site dropped about 1-4 positions, but that is all that has happened, and I received the message 3 weeks ago.

1.) Will building links to this site do anything? I feel its not reacting well to new links.

2.) Were just some links disqualified?

3.) Will this site be a sitting duck for Penguin?

4.) Should I clean stuff up and send in a reconsideration, or leave it?

    No offense but I would be leery of anyone that was an expert on WMT warnings, they might be doing something wrong.

    I just got a partial link penalty too on one of my test websites. I used anglorank service that Google just targeted! Doh!

    I have had unnatural link warnings in the past and have used services to get them removed. When BMR penalties were issued I followed peoples advice on other forums to wait it out. I waited over a year and nothing changed. When you get a penalty there is no recovering until you remove links and show Google you have done so.

    That is what Im gonna do on this website. Partial warnings are better because it doesnt seem to hit as hard but you will still not be able to rank where you could rank without a penalty. What i mean is they add like -50 or more to rankings and you stay that way till they verify your penalty was removed.

    Did you also use anglo rank?

    If you have read seoposition or you would know the fundamental basics of building a good seo back linking campaign. To sum it up, is not very complicated. You basically want to give Google what they're looking for build strong communities, which offer you the opportunity to grow your back link portfolios.

    Whatever you do, do not fall for the scare tactics and fall into the trap of looking guilty. Why you're under scrutiny. The scare tactics are built to draw out the radical link spammers and not like you and I legitimate marketers.
