Does this Work? SEO companies are doing it....

Ive been seeing a lot of sites using the same content multiple times on different pages for the same site:

ie: http://www.theirwebsite.com/what-we-...your-business/
(full article on whatever they do will be here)

In the footer they'll have many hyperlinks, one will be "seo" for example. When I click I see

ie: www.theirwebsite.com/seo/
(containing an excerpt of the "what-we-do-for-you-business" article, then it will say, "to read the full article click here"

When you click it, you get sent back to http://www.theirwebsite.com/what-we-...your-business/..... to the full article

Essentially its duplicate content with a different page url for ranking.

My question is does this work, and is there no penalty from google?

Sounds like just a basic tag page.

Personally I'm not to crazy about them and noindex or just don't use them most of the time.

If you have a ton of different posts in each tag it shouldn't be a problem I suppose.

is this because google will notice duplicate content?

I am assuming they are just doing this for url titles
