Local Search & High PR Network

I'm hoping to get a bit of advice. When it comes to local search clients, how would I go about finding high PR domains to add to a network? Now, I understand how to find them, but what I mean is should I be looking for expired domains that deal with an area, state, or a particular niche?

Example: "Anytown" + "State" + "Plumber"

If i were to build the network around plumbing, then it would really only be of use to plumbers? On the other hand, a network that is built around various local towns would provide more of a local boost, right?

For high PR and if you are a local niche site, it is best to start with local listings. There are a lot of good sites with high page rank. Other than page rank when looking for sites to build backlinks to, you should be looking at page authority, number of backlinks, domain age, and online reputation. You can easily check these things using SEO Quake plugin for your browser.

It obviously helps if the sites were previous of the same area or keywords, but it is not completely necessary. As long as the new content you put on the site is relative to your keywords it will still be a powerful asset.
