Surviving Adwords Bid Adjustment?

I had a campaign chugging along with its first round of testing - was spending at .19 cpc and my bid set at $.30. (mobile)
In the past, I would be safe lowering by bids a few cents above the current cpc. Since it's been awhile, I was much more conservative - lowered everything to $.28.
I noticed after an hour, traffic completely stopped at the point where I changed the bids. Derp. So I went back and switched it to $.30 again. It has been about 2 hours and the traffic hasn't turned back on. Other campaigns in the account are spending so there doesn't seem to be any other issues.
What do I do at this point? Does it tend to take X amount of time these days for the algo to recalcuate everything?
Or is that campaign screwed? If so, would copying it to a new campaign (or even new account) with my original $.30 bid jog everything back in place?
This is the 2nd campaign this weekend something like this has happened, w/ miniscule bid changes totally crapping out my traffic - never seen anything quite like it. Is there some general rule of thumb (please, only people w/ actual experience vs anecdotal) w/ the enhanced campaigns/current algos for when it's safe to start adjusting bids?
