Why Such a Big Difference Google Adwords Planner and Spyfu?

When doing keyword research lately there is a huge difference between the numbers I get from adwords keyword planner and spyfu or keyword spy. One search i did today adwords says 40 monthly searches, spyfu says 4000. Any ideas?
Also how can you use spyfu and keyword spy for local search? Just append the city to the search or is there a better way?
