Out linking to authority sites

Some clarification from the pros would help me.

I've read that it's good to have some outgoing links. And I've read that it good to silo sites topically and to keep the silos tight so that they don't bleed out any link juice.

Having said that, I'm doing a silo'd site for a mortgage broker and have a page in a silo that discusses VA loans. I've linked out from this page to the Veterans administration because there are things there that are necessary that I have on my page. Should I make this link to the Veterans Affairs site a no follow link?

And also I put calls to action all over every page I build in the form of a "fill out our contact form" with the words contact form linking to the contact form for the site that's also in the main nave bar as a clickable tab at the top of every page.. Should the contact us link be no follow?

Any guidance on these matters would certainly be appreciated.

Thanks!

You contact form should ideally be set to follow - no index.

Your outbound links should be no-follow to preserve you link juice, unless you want to give the site some.

Completely wrong on the outbound links.

When linking to external sites - you lose the same amount of PR from the link whether or not it's nofollowed - so when you trust the site you're linking to you may as well get the association between your site and theirs.

Most of SEO is pie in the sky talk and that being said a well known seo guy told me that google isn`t stupid and doesnt like you no-following links to high quality sites which when you think of the way google ranks pages ect it does make sense.. to me anyway lol

      Wrong & wrong.

OP clearly said the site is built for a mortgage broker, that contact form should be indexed & ranked, that's the whole point of the sites existence (contact with a buyer).

Don't nofollow an outbound link that's pointing to a trusted web page. Google already knows the Veterans Affairs site is a reputable site, there's no need to tell Googlebot you don't trust the site when your own web page is specifically focused on VA loans.
