One-way links are always more effective but I don't think reciprocal links hurt you. I'll answer "somewhat effective".

Reciprocal Linking still works but its not very effective unless you can get backlinks on quality pages.

  I would say like this.
  
  It USED to be very effective. Years ago it was working like a magic wand.
  
  Now its effect is very small. And if you "step on it" (meaning do too much reciprocal link exchange and don't delude this with one way links) - then this can even cause you some nasty experiences about Google.

Reciprocal link is still very effective but relevancy should be there. Need to focus on quality not quantity.

I feel reciprocal links still hold some weight but they're only a small part of my SEO plan. I voted "somewhat effective".

As with all things in life,some things are more successful than others.
Natural link building is more effective than reciprocal linking, but that does not mean reciprocal links are dead.I have seen some positive results from 2 way links

I think 'somewhat effective' would be the right answer. Obviously nothing would be better than to get one way link from quality and relevant sites. But reciprocal linking will never hurt your site.

It might be somewhat effective. But it's a time drain. So I delete all requests. 95% of all requests are from unrelated websites
