What data is SEO based on?

Here is what is probably a stupid question, but I will ask it anyway. I was looking into using the Google Keyword Tool and found it replaced with another Google tool to help pick adwords. I have heard that Google has stopped updating its list of keyword searches.

So it would seem that to do SEO you are going to have to use another source that Google if you want current results. So if that is true, what data are the services providing SEO advice using, if it is not Google data? And as a layman, I wonder how effective it is compared to the Google data that used to be used.

OK thanks for this, Edward Smith.

Probably the core data SEO is built on is search results which will probably always be public information. Once you have those you can use third party tools for most stuff.

Hmm, a proof link would be nice.
But basically, what used to be Google AdWrods Keyword Tool is now Google Keyword Planner.

The biggest drawback of the new tool (for me) is that it doesn't let you it the number of searches for the same keyword based on whether it's broad, exact or phrase match. Other than that, it has some good additions. For example, you can see search trends for keywords and combine keyword lists to produce new keywords now.
