When setting up a site for local lead gen, do I need a separate domain for each city, or can I do a sub domain for different cities in a state or region? Is one tactic clearly better than the other from Google's point of view/

do a sub-domain. if you have a solid plan why not use specific country TLD ?

    for ex,
    .CO.UK
    .US
    .CA
    .De

    etc..

Sure subdomains rank. They can even out rank domains. I had the case with a client one day, he got hit by a penalty, we advised him to create a subdomain and to rebuild his website on the subdomain. Appeared on the 1st page of Google within a month.
About creating a subdmain for geotargeting works pretty well but make sure to host your subdomain in the city/region you target.

Thanks for the advice, but how would I do this? I understand what you're saying, but the hosting companies that I know of with a local presence are just re-sellers for larger hosting agencies. Am I wrong in thinking this? Also, since I work mostly local, would I be better off getting everything hosted locally, because I'm with Hostgator and 1&1 for my sites now?

It is definetely an advantage to host things locally. Check out Site 5 they offer a wide range of servers based in different cities.

Search those Wikipedia page title root keywords, most are ranked.

Sub domains can absolutely rank. Once you have the specific pages for each city, you can work on having them rank organically.
