Help me about Google PR strategy

Hello friends,

I saw a website which have 5 pr but site is not index in Google.
How can a no index site getting pr 5 ?
What is Google PR strategy. ?

That site is edufina.net . Anyone can explain this ?

    It's the old PR from last year when that domain was a secondary redirected address for edufina.com. For some reason the domain got dropped, someone picked it up in December, and just drove it to the ground by posting totally random gibberish with spam links. Even if Google completely removes a site from the index they don't seem to be interested in removing the toolbar pagerank.

    Added: An interesting sidenote. Edufina got many of their backlinks pointed to that .net domain. The .com has absolutely crap statistics in comparison according to Majestic SEO. So the company lost most of their backlinks for being clueless with their domains.
