back linking please help...

Because every time i do a project the old Google, seems to change there ways.
I need to no about back links, Don't worry i no most of the theory, doing this for years only
a recap because it all Google changed ok.
1. You only submit the main website to the search engines, and never throw any back links to it
directly(is this true?),,,,,,
2.any links you add to a blog,forum,suggestion website, you add a anchor link to get
more back links from them places.(is this correct.).
The difficult part.
If i write a good blog ,and use a ancour link pointing to me website, and then add back links to that blog,
are all the back links added to the blog are a total to back link count to the main website.
example confused.
make a bog
add a ancour link to the blog going to my main web site.
know add back links let say 200
because the back links from the blog are pointing to my main web site from the ancour link does it know mean i got 200 back links to the main website?
