I have an item I want to sell that is targeted to a specific area. Population there is fairly small and if someone lives there, there is a good chance they might want my product. There aren't a lot of searches for keywords related to the product, so I want to try and just show an ad to people that are searching in that area for any kind of keyword.

Is there a way with Google adwords to display an Ad to a specific location without loading in keywords?

    No, Google Adwords is builted around keywords

      I wasn't sure if there was a trick to get around this. Like using a more generic Keyword, but keeping the location set to that area.

    So, I am trying a bunch of generic/popular terms and then only targeting the specific geographic region, but it appears the search volume is too small to display much if at all.
