I have just noticed that some of my pages have both

<title>this is my title</title> as well as <meta name="title content="this is my title">

Does this matter for SEO purposes?
Should I delete the meta name="title content=" "?

Site was produce many years ago using MS Frontpage and is ranking well, but pages are not consistent across the board.

If the site is ranking well, then leave it untouched.
Check for google index and see what titles are shown. If you are satisfied with the title tag as shown in google search results then move on.

I agree!
But you can delete the meta title if you want.
The title structure should be like this:
primary kw | secondary kw
8-10 words and max 69 char.

If your site rank well, you can leave it.
Search engine fetch meta title content and display on search result snippet in bold.
