For example lets say I wanted to get blog comments would google expect blog comments to only have a persons name or pen name? Or lets say forum profiles would google only want to see the url? Also does anyone know of a good blog post that talks percentages of what anchor text should be in 2014? Thanks.

They don't want to see a username that is keyword rich, linking to your site.
Tip off that it's a spam comment.

They don't want an over-optimized sig link in forums. That's up for interpretation, but
    if you have something like,
"best number one forever top notch A grade first in the universe..."
    you'd better rethink that.

Other than that, there is no real reason to worry about anchor text in your
    context, or most any other.

If you site/page is on student loan consolidation, I can't think of any reason you
would not want to link using just that...over and over...

I am chuckling to myself out loud, as I just thought what the next step is.

Having some script to vary the h1 on a page...

Did you read the Matt Cutts post on anchor text and guest blogging? Anchor text is no longer an important factor in SEO.
