"Index status" has dropped

Hi all,
Within GWT my "index status" as dropped from 55ish down to 21. It did this last week, and has stayed constant this week. In that time I've added more content.
Am I being hit with a penalty? I don't think I've been overly aggressive with link building so would seem a little harsh. I have built a couple of black hat links as an experiment which may not have been the best idea!
Rankings have stayed fairly consistent, not overly great for all keywords but some in top 20.
I may be overreacting and it may be normal!
