We have been hit by Google's Penalty last year. By Google's grace we have removed that penalty previous month.
Before Google has hit us we were rank No.1 for all our 3 keywords. But now we are on 2nd or 3rd page. We have started working on our SEO activities seriously. We have recently performed an activity 'Competitor's backlink analysis' and started getting back-links from the same domains.
But till now our rankings are not improved. Its like they are stuck.
Now what to do?

    Have you tried to put some content on another domain to see if it ranks better than your old domain ?
    Maybe you have a filter on it and it would be much difficult to come back first with it...

    Yes of course, once you are hit by Google, its very difficult to restore that lost state. But keep doing it and wait patiently for the results. Its okay to follow the competitor's backlink strategies, but still try to do something extra added to this. If you are hit by manual penalty, once you correct that, you can restore that lost position. But if you are hit by algorithmic penalty, it will take long time to regain the status.

      Actually in the cases I've seen recovering is usually back to pre-penalty positions. It just doesn't happen overnight and the recovery can take a bit of time after the penalty is officially listed.

      Make sure you aren't shooting yourself in the foot and over-optimizing when "stealing" your competitors backlinks.

      I would recommend avoiding doing that at all, that only helps you a little bit. Find someone else in another niche and take his links, or do this for quite a number of first ranking sites.

    It depends on your budget, the platform you are on, industry sector, we use some specialist hosting (third party consultants) which the top companies such as Saks, Vogue use so bypasses most of these issues - assuming you don't do anything completely stupid. For example one of their sample commerce sites was ranking first page Google next to Amazon within a few weeks of going online. The business seo techniques you are using are usually very slow (months) - worse once you have been flagged.

    it is good to you can rank another time after getting penalty. so concentrate your on page not go with only make so good content its help and remove any error.

    One thing to keep in mind is that you can have your penalty removed by Google but still have problems with Penguin and normal algorithms.

    A site of mine that had it's manual penalty removed didn't recover until I did some serious link removals on the article directories and link directories we had submitted to years ago.

    If you have the budget build a second site and try to rank it while your main site recovers. You might be pleased with how easy it is to rank your second site (if you know what you're doing).

    It is not a overnight process to get back your position after Google penalty. It takes lots of time and for improve your website ranking on Google you need to do quality SEO work on your website. Avoid low quality contents, Avoid automation and use High PR sites for creating backlinks.
