Adwords - This is not a Slap... right?

Hey all,
I have a campaign running in apparently a popular niche, the problem I'm seeing right away is that even though my minimum keyword bids are 0.05, and quality score 7/10 for some keywords, when I hover over the little bubble on in the status column, it gives that messages that says:
"Due to limited number of ad positions on a given page, your ad could not be shown within the first page of search results"
after reading the information on the "learn more" link it appears to explain that all ads that qualify for first page listing are being rotated. Is that the case? Does this ever get better if your ad starts to get better CTR? I'm currently bidding .75 on 0.05 keywords and that doesn't seem to make a difference, should I be doing that or drop the bidding to a more reasonable amount?
